I met one of my new neighbors that happened to be a cop, and he told me that he runs the entire city. He said he never gets new cars for his officers, just used. He then went on and emphatically stated that if any of his staff tears their uniform, he will not purchase a new one, and they simply have to sew together whatever was torn. He also refused to budget in, the officers getting new and better weapons. When he finished talking, it was obvious to me that he was the Cheap of Police.
