The tweet follows a long-running Kremlin tactic of playing up Putin’s macho image — and, in this case, trying to make an American president look weak. President Obama immediately responded by filing a formal complaint against Putin with the United Nations, accusing him of cyber bullying along with the picture as proof. Clerks at the U.N. expeditiously began processing the complaint, as soon as they stopped laughing.
